You need a +86 China phone number to sign up, you can get it in the chinese airport with your passport. China has visa-free policy for some countries.
I don't suggest you buy 115 account beacuse the seller can recover the account with phone number. After you buy, you also need to change your phone number of the account immediately.
After sign up 115, you need alipay to buy vip, 115 is useless without vip. Sign up alipay to buy chinese stuff online also need China phone number.

actually you dont necessarily need a china phone number to register, there is another option to register with international phone number. once registered they will message you to verify your identity or something as i could remember thats all
